The bill provided for a total abstinence pledge, but several members of the meeting were completely opposed to it. The meeting then became divided. Several wanted to approve the bill with the abstinence pledge, and they turned out to be the majority. The others, who did not want abstinence, walked out of the meeting and very few of them ever joined the association.
