The powder is supposed to ensure that as many ewes as possible will be bipedal. Now and if the mixture does not work, the local authorities are slowly slaughtering the ewes that "have acquired a very strong monogamous trait". There is no date anywhere on the letter.
This paper would be right at home in a nice frame. A rarity.
